CA Medicare Advice



The purpose of this page is to explain CA Medicare advice. Medicare is a federal government health insurance program. Medicare was added to the Social Security system by congress in 1965. Medicare is mainly a program for the elderly. Medicare also provides health care for certain people with disabilities irrespective of how old they are. For people with disabilities to be eligible they must have been considered eligible by the Social Security program and have been eligible to receive Social Security benefits for 24 months or more. People who have end-stage renal disease can also receive benefits under Medicare. End-stage renal failure is permanent kidney failure requiring dialysis or a kidney transplant.

The Organization of Medicare in California is what this site attempts to explain. Medicare is supervised by a government organization called the Centers for Medicare and Medicaid Services which is part of the Department of Health and Human Services. These federal government agencies work with state insurance officials as well as private insurers and health care providers to organize the Medicare system.

The Medicare system is broken up into two parts. Part A covers hospital costs and Part B covers medical expenses thus supplementing Part A's coverage. The federal government contracts with private insurers, called fiscal intermediaries, to provide claims processing for Medicare Part A benefits. For Part B benefits private insurers known as carriers are contracted to do the claims processing. There are times when Medicare coverage is treated as secondary. One example of this is when a liability policy covers treatment as might be the case in an automobile accident, Medicare may then be treated as secondary insurance.
