This web page details CA Medicare help. Medicare is a federal health insurance program. Medicare made part of the Social Security system in 1965 by congress. Medicare is mainly a program for the elderly. Medicare also provides health care for some people who have disabilities irregardless of how old they are. For disabled people to meet eligibility requirements they must have been considered eligible by the Social Security program and have been eligible to receive Social Security benefits for 24 months or more. People who have end-stage renal disease can also receive Medicare benefits. End-stage renal failure is permanent kidney failure which requires a kidney transplant or dialysis.

The Organization of Medicare in California is what this site attempts to explain. Medicare is supervised by a government organization called the Centers for Medicare and Medicaid Services and this organization is part of the Department of Health and Human Services. These agencies work together with state insurance officials as well as private insurers and health care providers to organize the Medicare system.

The Medicare system is broken up into two parts. Part A covers hospital costs and Part B covers medical expenses thus supplementing Part A's coverage. The federal government contracts with private insurers, called fiscal intermediaries, to provide claims processing for Medicare Part A benefits. For Part B benefits private insurers known as carriers are contracted to do the claims processing. There are times when Medicare coverage is treated as secondary. One example of this is when a liability policy covers treatment as is sometimes the case in an automobile accident, Medicare could then be treated as secondary insurance.
