These federal government agencies work together with state insurance officials as well as private insurers and health care providers to organize the Medicare system. The Medicare system is broken up into two parts. Part A covers hospital costs and Part B covers medical expenses thus supplementing Part A's coverage. The federal government contracts with private insurers, called fiscal intermediaries, to provide claims processing for Medicare Part A benefits. For Part B benefits private insurers known as carriers are contracted to do the claims processing. In some instances Medicare coverage is treated as secondary. For example if a liability plan covers treatment as is sometimes the case in an automobile accident, Medicare could then be treated as secondary insurance.
