This page talks about California Medigap. The Medicare system is a federal health insurance program. Medicare was added to the Social Security system in 1965 by congress. Medicare is mainly a program for the elderly. Medicare also provides health care for some people who have disabilities irregardless of age. For disabled people to be eligible they must have been considered eligible by the Social Security program and have been eligible to receive Social Security benefits for 24 months or more. People with end-stage renal disease can also receive Medicare benefits. End-stage renal failure is permanent kidney failure which requires dialysis or a kidney transplant.

Medicare Organization and California is what this site attempts to explain. Medicare is supervised by a government organization called the Centers for Medicare and Medicaid Services and this organization is part of the Department of Health and Human Services. These federal government agencies work together with state insurance officials as well as private insurers and health care providers to organize the Medicare system.

The Medicare system is made up of two parts. Part A covers hospital costs and Part B covers medical expenses thus supplementing Part A's coverage. For Part A, the federal government contracts with private insurers to provide claims processing. For Part B benefits private insurers known as carriers are contracted to do the claims processing. In some instances Medicare coverage is treated as secondary. For example if a liability plan covers treatment as is sometimes the case in an automobile accident, Medicare may then be treated as secondary insurance.
